Check the motor first though cause if the motor shaft is not spinning with torque then it will not move the cog when installed. It takes TIME and to do a proper diagnosis as you need to install UV Dye into the system (which a DIY'er can do with a $15 "Can Tap" with Gauge, and a $10 can of R-134a refrigerant with Dye included). You then have to drive the car for a week or two and THEN check for leaks using special UV glasses and a "black light" (<$20).
